Often, yes. Access points belong on the ceiling, and that generally means a cable run. We tell you exactly how many runs the design needs before you sign, so it never shows up as a surprise line item.
If it is worth keeping, absolutely—we would rather reuse a decent switch than sell you a new one. What usually has to go is the consumer router-and-extender stack, because that is the thing causing the problem.
